Frank Scimeca, PharmD, MBA, BCOP

Frank is an experienced and results-driven senior leader with extensive expertise in multi-unit specialty pharmacy operations.

Frank oversees all aspects of Rx To Go and the FCS Pharmacy Operations departments that encompass 90+ clinical sites. He is responsible for fiscal management, business development, new drug access, purchasing contracts and overall formulary management. He provides strategic leadership to ensure quality, safety and efficiency of all services, work methods, technology, and operational systems. Frank collaborates proactively with multiple stakeholders to foster an environment of excellence and innovation to successfully achieve patient care and practice growth objectives.

Prior to joining FCS in 2023, Frank served as Director of Clinical Operations for Kroger Specialty Pharmacy, where he led transformative initiatives to establish a best-in-class oncology center of excellence. He developed customized clinical programs to gain access to medications, including LDD (limited distribution drug) networks, and implemented an operational hub model to decrease turnaround time, optimize patient outcomes and increase revenue. He cultivated strong relationships with biopharma manufacturers, clinical research centers, payors, and large physician accounts.

Frank began his career in oncology and research pharmacist roles with Georgetown University Hospital and Mount Sinai Medical Center. He later held positions of increasing responsibility with Onco360 Specialty Pharmacy. As Vice President/Senior Director of Pharmacy Operations, he was responsible for leading day-to-day operations, clinical program development, regulatory compliance, strategic planning, and expansion efforts.

Frank received his doctorate in Pharmacy from St. John’s University College of Pharmacy and Allied Health Professions and earned an MBA from Louisiana State University in Shreveport. He is a Board-Certified Oncology Pharmacist (BCOP) and a Six Sigma Green Belt.
